16 Bit Grayscale Png Height Map

It looks similar to what is in 3ds max: I'm trying to generate a height map for cities: The 16 bit pngs do not create the expected elevation, the scale seems to make lows higher and the high areas lower.

I have tryed using a combination of gimp and ifranview to pull this off ( aswell as xnconvert) and a few others, but everything i can manage to output comes out like this in magicmap ( witch tells me the image was not saved or created properly. While the 8bit map seems to be smoothed, the 16bit map looks like terraces or stairs but much less than 65536.
